OPPORTUNITIES: United 4 Change | Program for Young Political Activists 2021
The European Academy of Diplomacy along with the OSCE Office for Democratic Institutions and Human Rights is pleased to announce the recruitment for the United 4 Change Program 2021.
United 4 Change | Program for Young Political Activists 2021 is a 4-day course on public leadership held in a Webinar format (20-21 May & 24-25 May 2021) – supplemented with a 2-day online visit to the Warsaw Security Forum (5-6 October 2021) and addressed to young civic activists and community leaders interested in entering or growing their role in the public sector and politics.
The goal of the United 4 Change | Program for Young Political Activists 2021 is to equip 20 participants – civic activists from Europe and beyond (with some preference given to leaders from the Visegrad states) with a political toolkit – a set of fundamental skills required to successfully transition into the world of politics. Participants will take part in online expert lectures and workgroups focusing on the common challenges facing democracies around the world. They will also attend the Warsaw Security Forum online (5-6 October 2021).
The program will utilize the hands-on methodology of the OSCE Office for Democratic Institutions and Human Rights that engages participants through a case study and hands-on method of instruction. This methodology encourages learning by doing and engaging other participants and lecturers in an open dialogue.
OPPORTUNITIES: Hans Adriaansens Students Award as Europe’s Youth, Its Hopes and Discontents
Current student generation has a great deal of hope but also concerns for the future of our societies. While you have a deep desire to make the world a better place, sometimes you feel that your views are not taken seriously or that your potential contribution is dismissed by older generations or those in power. Let’s hear from you!
European Consortium of Liberal Arts and Sciences (ECOLAS) would like to make the concerns of young Europeans more visible and start a conversation about how education can contribute to preparing students for dealing with these concerns. That is why ECOLAS is announcing the Hans Adriaansens Student Awards call for proposals 2021 for contributions to helping us understand what is bothering this generation of students, but also what gives them hope. This year, Hans Adriaansens Student Awards is therefore called Europe’s Youth, Its Hopes, and Discontents.
In order to be considered for the Hans Adriaansens Student Awards, please complete the survey linked below, which includes several essay questions. Up to 8 students who give the most interesting and thought-provoking answers to these questions will be asked to engage in a small number of conversations in their local communities – both academic and non-academic – about the issues they have raised and to write a report about those conversations. Those 8 selected students will receive an award of €500 each.
You can complete the survey here. Please, complete it by April 6th, 2021. ECOLAS will get in touch with the winners by April 15th to discuss the next steps in organizing the subsequent conversations.

Declaration of the place of residence and work in Lithuania changes
The Migration Department informs that after the entry into force on 1 March 2021 of amendments to the Law of the Republic of Lithuania “On the Legal Status of Aliens”, an alien may choose when to declare residence in Lithuania – in the Migration Department, when applying for a residence permit or in the eldership, already after collecting a residence permit.
If an alien chooses to declare his/her place of residence in the Migration Department by submitting an application for a residence permit:
In this case, the data on the place of residence in Lithuania are indicated when filling in the application for a residence permit, and it is no longer necessary to fill in the declaration of residence separately.
When filling in an application for a temporary residence permit through the Lithuanian Migration System, an alien may attach documents confirming the alien’s right to declare the place of residence in the dwelling. It can be:
– the consent of the owner or co-owner of the dwelling or his/her authorized representative to live in the dwelling owned by the owner (co-owners). The consent of the owner (co-owner) must be certified by a notary or elder. If the application is accompanied by an unconfirmed consent of the owner (co-owner), the owner (co-owner) must arrive at the Migration Department together with the alien at the reserved visit time – in which case the consent of the owner (co-owner) will be confirmed by the employee of the Migration Department accepting the alien’s application;
– a lease or rental agreement with a natural or legal person. It is not necessary to notarize or register the agreement with the SE Centre of Registers;
– a letter issued by the legal person confirming the right to reside in the premises belonging to the legal person, or a document confirming the stay in a hotel or a dormitory provided.
When filling in an application for a permanent residence permit, the alien may attach one of the above-mentioned documents and the commitment to declare the place of residence in a suitable dwelling in the section “Valid travel document” of the documents attached to the application.
If the dwelling belongs to an alien by the right of ownership or a lease or loan agreement concluded with a natural or legal person is registered with the State Enterprise Centre of Registers, documents confirming these circumstances need not be submitted to the Migration Department.
If an alien chooses to declare the place of residence in the eldership after she/she has already collected a residence permit:
when filling in an application for a residence permit, it is possible to submit a commitment to declare the place of residence in a suitable dwelling, and then, after collecting a residence permit from the Migration Department, within 1 month to go to the eldership and declare the place of residence in accordance with the procedure laid down by the director of SE Centre of Registers.
***
We remind you that every adult alien seeking a residence permit in Lithuania must prove that his or her living space is at least 7 square meters. Aliens coming for training or studies are required to have a smaller living space – 4 square meters. The residence requirement does not apply to a minor alien, drivers of an international freight transport vehicle, and aliens sent to work temporarily in another Member State of the European Union or the European Free Trade Association.
We draw your attention to the fact that administrative liability may be applied for non-compliance with the requirement to declare residence in Lithuania.
Work in Lithuania
Master’s students are now allowed to work full-time (40 h/week) with no need to get an additional work permit. This means that a non-EU national with a temporary residence permit for studies in Lithuania will be able to join the job market just like the locals.
Another meaningful change will affect non-EU nationals graduating from Lithuanian universities. A student who wants to stay in Lithuania after graduating from his Bachelor’s/Master’s/PhD studies will be able to apply for a temporary residence permit for job search. This permit will allow the student to stay in Lithuania for one year after graduation and start working immediately after finding a job. No additional permits will be required.
Lastly, there are changes in the procedure for declaring the place of residence. Non-EU students who want to receive a temporary residence permit have to declare their place of residence in Lithuania. From January 1, 2021, they can do this at the Migration Department’s office (having booked an appointment in advance), or in an eldership or municipality within 1 month from the date of collection of the issued residence permit. More information is available on the Migration Department website.

VMU Alumni Day 2020: Strengthened Communication with the Alumni
While continuing traditions, on November 13th, 2020, Vytautas Magnus University invited its graduates to remember their Alma Mater. Due to the difficult pandemic situation in the country, Alumni Day was celebrated through the remote communication platforms. The main theme of this day was to emphasize the importance of physical, but not social distance, by remembering the initiative “Mind the Gap”.
This year, not only Lithuanian but also foreign graduates were invited to meet virtually in order to create a closer cooperation and stronger connection with them. For this reason, discussion on the topic “University in Transition: Raising Questions – Sharing Visions” was organized, during which the Assoc. Prof. and Vice-Rector for Communication, Mrs. Vilma Bijeikienė presented University Strategy 2021-2027, that is still in preparation. Alumni and community members were invited to discuss, provide insights and comments on it. Moreover, together with Camille Le Blanc, Coordinator for International Alumni Community, discussion was initiated on how to build an effective collaboration between the University and its alumni.
During the virtual meeting graduates from all around the world shared their thoughts on the importance of feeling of being a full-fledged and constantly remembered member of the community, that would always have an opportunity to return to VMU.
Taking into account opinions, which were expressed during the discussion, as well as alumni requests and observations, it is expected to start expanding the network of VMU ambassadors in the nearest future, by refining possible activities and opportunities, initiating more active dissemination of information in English, expanding the package of benefits for graduates, sharing information on VMU Alumni clubs and ways of joining it.
VMU Vice-Rector for Communication, Mrs. Vilma Bijeikienė has no doubts that graduates are an integral part of the University community, therefore, discovering community connections and ways of communication with them is very important. “I would like to believe, that VMU is not just a stopover in the lives of our students on their career path. We are a part of the learning society, so a lifelong learning and knowledge sharing is a mutually beneficial relationship, which helps graduates to feel that the university is useful to them, and that they are also needed by the university itself”, – said V. Bijeikienė.
“The discussion organised during the Alumni Day, was only the first step in trying to reach our international alumni community, inviting them to join discussion with Lithuanian alumni and looking for common grounds. This meeting allowed us to enjoy a friendly and open communication, to hear expectations and discover new ideas, which could help us plan our future works. Now, our most important task is to create an effective system of communication with graduates, to reach as many university graduates as possible, both in Lithuania and all around the world, and to invite them to join our alumni community”, – Vice-Rector shared her thoughts.
Mr. Andrius Būda, the President of VMU Alumni Club, also supported those thoughts and invited graduates of the University to join VMU alumni clubs. “Vytautas Magnus University Alumni Club and other alumni organizations, operating at the faculty level, is a great opportunity to continue a close communication and cooperation with your classmates, colleagues, lecturers and the rest of the university, while creating various initiatives, organising meetings, establishing scholarships for students and so on”, – said the President of VMU Alumni Club, Mr. Būda.
“We understand the importance of maintaining the closest contact not only with Lithuanian but also with international alumni communities, therefore we are currently paying particular focus on renewing the alumni base, planning next year’s activities and establishing communication tools which would help us to reach graduates of VMU, VMU Education Academy and VMU Agriculture Academy, as well as to maintain an effective and trust relationship with them”, – said Mr. Būda.
We invite graduates, who are wishing to become a member of Vytautas Magnus University Alumni Club to fill in the registration form.
